Buggs Island Lake (Kerr Lake) in Virginia

Kerr Lake Docks & Shoreline Permits Guide

On Kerr Lake (John H. Kerr Reservoir), the U.S. Army Corps of Engineers owns the land along the shoreline, not the homeowner. Any private dock, mowing or clearing, erosion control or path to the water on that government land needs a Corps shoreline use permit or license. That's the first thing to understand before you buy "lakefront" here.

How shoreline is classified

The Corps' Shoreline Management Plan (2016) splits the shoreline into allocations:

Who can apply

Applicants must be at least 18 years old and have legal deeded access to the government property line (USACE). Plans and specifications go to the Corps before any construction starts.

Where the government line is

USACE marks the boundary with orange paint on trees at 320 ft above mean sea level (USACE Kerr Shoreline FAQ). Anything on the lake side of that line is public land.

After you close

USACE asks new owners of property next to the reservoir to contact their designated shoreline ranger within 14 days of closing. An existing permit does not simply carry over to you. See USACE's change-of-ownership guidance and ask the ranger what applies.

Buying a lake property: what to check

  1. The shoreline allocation in front of the lot.
  2. Whether an existing dock has a current Corps permit, and whether it can be transferred to you.
  3. The survey showing the government line.
  4. Any vegetation-modification permit area.

Kerr Lake shoreline rangers schedule appointments at 434-738-6143. Allow up to three weeks.
